Robert “Bob” Farmer
On Sunday September 3, 2023 at 4:40 am, Robert “Bob” Duane Farmer, 85, passed away with his wife of 63 years by his side. He was a wonderful man, and we thank the Lord for his life and the many wonderful memories.
Bob, a lifelong resident of Logan County – whose surname reflects his occupation, was a fourth generation Farmer in Logan County and the last of that generation that remained in the county. Bob’s great grandfather, Absolam “A.B.” Farmer traveled from Waverly, Ohio to Illinois via riverboat around 1880 with a mule. After disembarking the riverboat in Cairo, Illinois, A.B. walked to Logan County and subsequently traded the mule for 40 acres of land (quite the bargain by today’s standards). Funny part of the story was that the mule died 6 months later.
Robert was born to Russell Farmer (1915-1967) and Helen Louise Grubb (1917-1998) on June 28, 1938 at Deaconess Hospital in Lincoln. He was raised by his father and stepmother, Juanita Paulsen Farmer. He attended Rabbit Flat School (a one room school house on 5th Street – 15 students, 7 of which were his siblings or cousins), and graduated from Lincoln High School in 1956. After high school, he served as a Private First Class in the Army Reserves and worked odd jobs before making farming his full-time job in 1964. He never retired.
Bob married the love of his life, Diane Caplinger, on July 8, 1960. They had 4 children – Jeffrey (Erin) Farmer of Middletown, Jennifer (Jeffrey) Jordan of Boulder City, NV, Jodi (Jerry) Williams of Litchfield, IL, and Joseph (Deb) Farmer of Fort Wayne, IN. He has 11 surviving grandchildren – Mitchell (Brittney) Billy of Dallas, GA, Amanda Billy of Orange, CA, Kyle (Esther) Farmer of Elkhart, Drew (Megan) Jordan of Biloxi, MS, Chase Farmer of Middletown, Madison Williams (Scott Lunte) of Jefferson City, MO, Nicole Jordan (Russ) Baade of Newbury Park, CA, DR. Samantha Farmer (Kalieb) Koelmel of Indianapolis, IN, Meagan Williams of New York City, NY, Derek Farmer of Fort Wayne, IN and Ryan Farmer of Middletown. And, 4 great grandchildren – Bristol Billy of Dallas, GA, Henry Farmer of Elkhart, William Koelmel of Indianapolis, IN, and Arthur Baade of Newbury Park, CA.
Bob is also survived by his half-sister, Darla and her husband Al Cheatham of North Carolina and 2 sister-in-laws, Jean (Ingram) Farmer of Lincoln and Mary (Layton) Farmer of Bloomington, as well as many nieces and nephews.
Bob was an avid hunter, a NASCAR and Lincoln Railers basketball fan and enjoyed playing Euchre. Later in life, he especially enjoyed watching his great grandson “Hotrod” Henry Farmer race quarter midgets. He was a member of the Elks Lodge, the American Legion, the Logan County Farm Bureau and the NRA. In 2000, at the age of 62, Bob decided to go into politics. He was elected to the Logan County Board where he served for 20 years on many committees, and as Board Chairman for 6 years.
Anyone close to Bob knows he knew how to have a good time and that he loved the precious time he spent with his children, grand and great-grand children. He was beloved, not only by his family and friends, but by the Logan County community where he was well respected for his hard work, decision making, and fairness; not to mention the fact that he could tell a good story.
Bob was preceded in death by his parents Russell and Helen, stepmother Juanita, his 2 brothers Russell and Roland, half-brother Larry, stepbrother Kenneth Paulsen, stepsister Patricia Paulsen Ritchhart Buckles, sister-in-law Carol Trail Farmer, sister-in-law Mary Wibben Paulsen, brother-in-law Clarence Ritchhart, bother-in-law Frank Buckles and grandson Brock Farmer.
Visitation will be Friday September 8th at Holy Family Church in Lincoln from 4:00 – 7:00 pm. Funeral service will immediately follow at 7:15 pm.
Bob’s family is hosting a Celebration of His Life on Saturday September 9th at the American Legion in Lincoln from 12:00-3:00 pm.
In lieu of flowers, donations can be made to American Legion of Lincon (Post 263) or American Legion of Middletown (Post 0672).

The Planning & Zoning and Economic Development Committee of the Logan County Board recently voted to solicit candidates for the above referenced position. The person functioning in this capacity will be a full time Logan County employee and will administer our current local ordinances as well as ensure compliance with State and Federal regulations. Vital part time duties will also involve serving as director to the Regional Planning Commission, scheduling hearings for the Zoning Board of Appeals and assisting that body and administration of the Enterprise Zone.
It is anticipated that considerable activity involving wind and solar farm development as well as surface mining will occur. Wind and solar farms already have a history in Logan County however each project is unique and will require considerable attention to detail, a close working relationship with the developers and likewise through project construction to assure all standards have been met. Success in this role will not only achieve all the above but do so in a manner that encourages further industry interests.
This position may involve other duties as assigned and the ability to seek, write, and acquire grant funding should be expected. The capacity to work cooperatively with other community partners to include, but not limited to, municipalities and townships, the Farm Bureau, LEAD, the highway authorities, public and environmental health, and our legislative representatives in Springfield and Washington is essential. The applicant should possess a bachelor's degree in economic development, urban planning, marketing, business, or public administration. At least three years of economic or community development or similar experience is also required. Other qualifications include excellent computer, communication and writing skills, being able to meet deadlines, and be flexible with different types of assignments.
The person serving in this capacity will receive the same benefit package as other nonunion Logan County employees. This presently includes health and dental insurance, participation in IMRF, sick and vacation days as well as various State and Federal holidays. Salary will be dependent on qualification, experience, work scope capacity and is negotiable. ILLINOIS SHERIFFS' ASSOCIATION ANNOUNCES SCHOLARSHIPS
The Illinois Sheriffs' Association announces that it will be awarding over $58,000 in college scholarships throughout the State of Illinois to students wishing to pursue higher education during the 2020-2021 academic year. The scholarships are to be applied to tuition, books and fees only. The student must be enrolled full-time at a certified institution of higher learning within the State of Illinois.
Sheriff Mark Landers, Logan County, will be awarding one (1) scholarship in the amount of $500.00.
There will be no restriction on any applicant by reason of race, age, creed, color, sex or national origin. The only limitations are as follows:
· Applicants must be permanent Illinois residents
· Scholarships must be utilized at institutions of higher learning within the State of Illinois
· Students must be enrolled as a full-time student during the 2020-2021 school year (excluding summer session)

On May 2, 2019, at approximately 9:00 a.m., a portion of the interior ceiling of the 3rd floor courtroom at the Logan County Courthouse collapsed. This collapse of the ceiling was due to rain water that entered the structure through the leaking dome. Court was in session when the collapse occurred however there were no injuries sustained by anyone present in the courtroom.
Damage assessment is currently ongoing and at this time, as a precautionary measure, the third floor of the Logan County Courthouse will be cordoned off. All court services will continue to function, but will be limited to the first and second floor of the courthouse. For those appearing for a scheduled court hearing, please check in with security when entering the courthouse to ascertain where court proceedings will be taking place. Court will be held on both the first and second floor and governmental offices will continue to operate as normal with the exception of the Logan County State's Attorney's office which was impacted by the incident. Further information will be forthcoming on the continuity of operations from State's Attorney Hauge in regards to his office.

Lincoln man sentenced to 41 years in the Illinois Department of Corrections for sexually assaulting a child and producing child pornography.
On April 30, 2019, Associate Judge William Workman accepted a fully negotiated plea agreement sending Daniel C. Baker, 34, of the 1100 block of Postville Drive, to 41 years in the Illinois Department of Corrections.
Baker pleaded guilty to one count of Predatory Criminal Sexual Assault of a Child and one count of Child Pornography, each a Class X Felony. On the first count, Baker was sentenced to 35 years and must serve at least 85% of the sentence. On the second count, Baker was sentenced to 6 years and must serve at least 50% of that sentence. The sentences must be served consecutively and Baker was given credit for the 428 days he spent in pre-trial detention. As a consequence of these offenses, Baker must serve between 3 years and natural life of mandatory supervised release (formerly called parole) and register as a sex offender for the rest of his natural life.
During the plea Logan County State’s Attorney Bradley Hauge stated that in August of 2017 Baker forced a child he knew, who was under 13 years old, to touch him and that Baker also took a photograph of the incident.
The Sangamon County Child Advocacy Center with the assistance of the Lincoln Police Department investigated this case.

Four men sentenced to 130 combined years in the Illinois Department of Corrections for roles in 2017 Lincoln shooting.
On October 1, 2017, the Lincoln Police Department and the Logan County Sheriff’s Office responded to a call for gunshots fired in the 700 block of South Walnut Street in Lincoln, Illinois. Based on the investigation, a Logan County Grand Jury indicted Gerald Thomas Jr. (d.o.b. 5-16-91), Jeremiah Friend (d.o.b. 9-19-99), Casey J. Cottrill (d.o.b. 5-11-94) and Shondale E. Henson (d.o.b. 9-10-94).
On December 13, 2018, following a three-day bench trial, Associate Judge William Workman found Gerald Thomas Jr. guilty of two counts Attempt First Degree Murder, one count Aggravated Battery with a Firearm, and one count Unlawful Possession of Weapon by Felon. Judge Workman specifically found that during the commission of one of the Attempt First Degree Murder charges Thomas personally discharged a firearm that was the proximate cause of great bodily harm to a victim. Judge Workman further found that during the commission of the other Attempt First Degree Murder charge Thomas was armed with a firearm. The case was then continued for a sentencing hearing.
On February 12, 2019, Judge Workman sentenced Gerald Thomas Jr. to a total of 86 years in the Illinois Department of Corrections. Based on Illinois law, Thomas must serve at least 85% of the first 76 years and at least 50% the last 10 years. Thomas must then serve 3 years of mandatory supervised release (formerly called parole). Thomas also received credit for the 429 days he spent in custody while awaiting trial.
Also on February 12, 2019, Judge Workman accepted a fully negotiated plea agreement sending Jeremiah Friend to the Illinois Department of Corrections for 26 years for one count of Attempt First Degree Murder, followed by 3 years of mandatory supervised release. Friend must serve at least 85% of the sentence and was given received credit for 220 days spent in pre-trial detention.
On February 20, 2019, Judge Workman accepted fully negotiated plea agreements of Casey Cottrill and Shondale Henson. Cottrill and Henson each plead guilty to Aggravated Battery and were sentenced to 10 years and 8 years in the Department of Corrections, respectively. Each must serve 85% of the sentence and each must then serve 3 years of mandatory supervised release. Cottrill received credit for 435 days spent in pre-trial detention and Henson received credit for 434 days spent in pre-trial detention.
This case was investigated by the Lincoln Police Department with the help of the Logan County Sheriff’s Office and the Illinois State Police. Thanks to the hard work and thorough investigation by law enforcement all four men involved in this incident have been successfully prosecuted and sentenced to the Illinois Department of Corrections.
“The senseless gun violence exhibited by these men will not be tolerated,” said Logan County State’s Attorney Bradley M. Hauge. “The people who live in this community deserve to feel safe in their homes and also in public. Those who have personal disagreements should keep these sentences in mind before turning to firearms to settle their differences.”

No Election in Illinois This November
Logan County Clerk Sally J. Turner wants voters to know there is no election in November of this year. Turner said her office has received a few calls from voters wanting to know when Election was to be held in November, where they vote, and who's on the ballot.
Many standard calendars list Tuesday, November 7 as Election Day, but that's not the case in Illinois. Our next election will be the General Primary on March 20, 2018, in which voters will nominate within their party for the those they want to represent them in the November 2018 General Election. Petitions are now being circulated for placement on the ballot for the March Primary, which leads to additional confusion by the electorate.

LOGAN COUNTY REQUEST FOR PROPOSALS
Public Notice
Notice is hereby given that Logan County (Owner) is requesting innovative solutions and proposals from qualified providers for energy conservation measures at Owner facilities pursuant to the Local Government Energy Conservation Act, 50 ILCS 515. These services and improvements are to be delivered on a guaranteed performance contracting basis which will allow Owner to: 1) incur no initial capital cost, 2) achieve significant long term savings which are measured and verified, 3) obtain an annual savings guarantee which will be equal to or greater than the total annual project costs, 4) obtain consistent levels of facility occupant comfort and system functionality, and 5) finance the project through an installment payment or a lease purchase arrangement over an extended contract term.
Sealed proposals shall be received at 601 Broadway Street P.O. Box 39, Lincoln, IL 62656 no later than Noon on August 1st, 2017. Extensions will not be granted and late responses will not be accepted. At 6:00pm on August 1st, 2017 all proposals will be publicly opened by a representative of Owner at The Logan County Safety Complex during the monthly Building and Grounds Committee meeting located at 911 Pekin Street, Lincoln, IL 62656.

On November 1, 2016, Associate Judge William Workman accepted a fully negotiated plea sentencing Misty McKenzie to 15 years in the Illinois Department of Corrections for the offense of Aggravated Unlawful Participation in Methamphetamine Manufacturing, a Class X Felony.
The conviction and sentence stem from a June 15, 2016 investigation by the Lincoln Police Department at 122 South Logan Street, Apt. #4, Lincoln, Illinois. Officers conducted a search of the apartment and discovered 211 grams of a substance containing methamphetamine along with other items associated with the manufacture of methamphetamine.
Misty McKenzie pleaded guilty to participation in the manufacture of at least 100 grams of a substance containing methamphetamine and that the manufacture took place in a multi-unit dwelling. For the offense of Aggravated Unlawful Participation in Methamphetamine Manufacture, Associate Judge William Workman sentenced Misty McKenzie to 15 years in the Illinois Department of Corrections. The law requires that McKenzie serve 75% of the 15 year prison sentence before becoming eligible for mandatory supervised release (formerly known as parole). Her current projected parole date is September 15, 2027.
On November 16, 2016, Associate Judge William Workman held a sentencing hearing for Donald E. Sturgeon for convictions entered after a September jury trial. In September of this year, a Logan County jury found Sturgeon guilty of the following offenses: Aggravated Unlawful Participation in Methamphetamine Manufacturing, a class X Felony; Unlawful Possession of Methamphetamine Precursors, a Class 2 Felony; and Unlawful Possession of Methamphetamine with the Intent to Deliver, a Class 2 Felony.
The convictions and sentence stem from a January 14, 2016 investigation by the Lincoln Police Department at 1006 7th Street, Lincoln, Illinois. Officers apprehended Donald E. Sturgeon outside that residence. Initially, Donald E. Sturgeon fled from police throwing a vial containing methamphetamine. Pursuant to a search incident to arrest, officers discovered over 30 grams of pseudoephedrine (a substance used to manufacture methamphetamine) on Sturgeon's person. Inside the residence of 1006 7th Street, officers located an active methamphetamine lab in a room where Sturgeon was staying.
The jury found beyond a reasonable doubt that Donald E. Sturgeon participated in the manufacture of at least 400 grams of substance containing methamphetamine and that the manufacturing took place within 1,000 feet of Jefferson Elementary School. The jury also found beyond a reasonable doubt that Sturgeon possessed at least 30 grams of a methamphetamine precursor with the intent that it be used to manufacture a substance containing methamphetamine, and that Sturgeon possessed with the intent to deliver a substance containing methamphetamine.
For the offenses of Aggravated Unlawful Participation in Methamphetamine Manufacturing and Unlawful Possession of Methamphetamine Precursors, Associate Judge William Workman sentenced Donald E. Sturgeon to 45 years in the Illinois Department of Corrections. The law requires that Sturgeon serve 75% of the 45 year prison sentence before becoming eligible for mandatory supervised released (formerly known as parole).
For the offense of Unlawful Possession of Methamphetamine with Intent to Deliver, Associate Judge William Workman sentenced Donald E. Sturgeon to 14 years in the Illinois Department of Corrections. All three prison sentences, pursuant to law, will run concurrent to each other.
At the time of these offenses Donald E. Sturgeon was on mandatory supervised release (formerly known as parole) from the Illinois Department of Corrections for two Class X Felony drug convictions - one conviction out of DeWitt County and another conviction out of Macon County.
"The Court sentenced Mr. Sturgeon to a lengthy term of prison in part because of Mr. Sturgeon's significant criminal history but also to deter others from committing these types of offenses. The message of deterrence is very clear: the production and delivery of methamphetamine is an offense that will bring very serious consequences," stated Jonathan Wright, Logan County State's Attorney.
On October 19, 2016, Associate Judge Thomas Funk sentenced Tina Patton to 3 1/2 years to the Illinois Department of Corrections. The sentence is based on her conviction in Logan County case number 2015-CF-154 for Forgery, a class 3 felony.
On the same date, Associate Judge William Workman sentenced Kristofer Haning to 4 years in the Illinois Department of Corrections. The sentence is based on his conviction in Logan County case number 2015-CF-175 for Aggravated Driving Under the Influence, a class 2 felony.
On October 18, 2016, Associate Judge William Workman accepted a fully negotiated plea agreement which sentenced Lawrence Bunkley to 3 years in the Illinois Department of Corrections in Logan County case number 2015-CF-192 for the offense of Aggravated Driving Under the Influence, a class 4 felony.
On September 13, 2016, Associate Judge William Workman accepted a fully negotiated plea agreement sentencing Calen Ballard to 6 1/2 years in the Illinois Department of Corrections with a period of 1 year of mandatory supervised release (formerly known as parole) for the offense of Unlawful Delivery of a Controlled Substance, a class 3 felony, in Logan County case number 16 CF 42.
On February 23, 2016, Lincoln Police conducted a follow-up investigation regarding a heroin overdose that occurred 5 days before at the Budget Inn, 2011 N. Kickapoo Street, Lincoln. Officers entered room 123 of the Budget Inn and found several individuals inside, including Calen Ballard. Officers observed small pieces of foil consistent with the packaging of heroin, a hypodermic syringe, and 0.3 grams of a substance that tested positive for the presence of heroin. One of the occupants of the room stated he had just purchased the heroin from Ballard prior to police arrival.
Based on the Lincoln Police heroin overdose investigation, Jason Routson was also charged, convicted and sentenced for the offense of Aggravated Battery, a class 1 felony. Routson was sentenced to a term of 8 years in the Illinois Department of Corrections in Logan County case number 16 CF 36 on April 19, 2016.
On September 13, 2016, Associate Judge William Workman accepted a fully negotiated plea agreement sentencing Jacob Mehan to 3 years in the Illinois Department of Corrections with a period of 2 years of mandatory supervised release (formerly known as parole) for the offense of Aggravated Driving Under the Influence, a class 2 felony, and Aggravated Battery, a class 2 felony, in Logan County case number 16-CF-126.
On July 29, 2016, Lincoln Police observed a 1996 Dodge pickup truck driving slowly and erratically at or near the intersection of S. McLean Street and Pulaski Street. A traffic stop was conducted and the driver was identified as Jacob Mehan. Officers smelled a strong odor of alcoholic beverage coming from Mehan's breath and also observed poor balance. Officers also located an open bottle of alcohol within the cab of the pickup truck. Based upon Mehan's two prior convictions of driving under the influence, the offense was elevated to a felony.
Due to resisting on scene, medical personnel were dispatched to provide treatment to Jacob Mehan. While providing care, Mehan kicked the hand of one of the first responders which lead to the offense of Aggravated Battery.
The sentence calls for a 3 year sentence to prison on both Aggravated Driving Under the Influence and Aggravated Battery which will run concurrent to each other.
On September 7, 2016, Associate Judge William Workman accepted a fully negotiated plea agreement sentencing Stephen Nelson to 8 years in the Illinois Department of Corrections with a period of 2 years of mandatory supervised release (formerly known as parole) for the offense of Aggravated Battery, a class 1 felony, in Logan County case number 15-CF-122.
The case arose out of a July 2015 investigation of a heroin overdose. On July 14, 2015, Lincoln Police responded to a dispatch of a heroin overdose. Upon arrival, they discovered an individual displaying signs of a heroin overdose. Logan County Paramedics responded to the scene as well and provided medical care and transportation to the Abraham Lincoln Memorial Hospital. The individual who overdosed survived the incident. Upon investigation, the other individuals on scene provided information that Stephen Nelson was the original source of heroin for the overdose. A search warrant was obtained for Stephen Nelson's residence which produced evidence corroborating the statements of those on scene.
In an unrelated criminal investigation, Stephen Nelson also pleaded guilty to Unlawful Delivery of a Controlled Substance, a class 2 felony, in Logan County case number 15-CF-96. He was sentenced to 5 years in prison which will run concurrent with the 8 year sentence for Aggravated Battery.
On July 20, 2016, Associated Judge William Workman sentenced Randy E. Rice to 2 1/2 years in the Illinois Department of Corrections with 1 year of mandatory supervised release (formerly known as parole). Rice was previously convicted of Aggravated Driving Under the Influence, a class 4 felony and sentenced to a term of probation. On March 15, 2016, Rice admitted to violating his probation and the case was set for sentencing. At the sentencing hearing, the Court followed the recommendations of the State's Attorneys' Office and sentenced Rice to prison.
On August 16, 2016, Associate Judge William Workman sentenced Ricky L. Gharrett pursuant to a fully negotiated plea agreement. The agreement sentenced Gharrett to 7 years in the Illinois Department of Corrections with a period of 2 years of mandatory supervised release (formerly known as parole) for one count of Unlawful Delivery of Controlled Substance within 1,000 feet of Real Property Comprising a School, a class 1 felony.
The case arose out of a May 2016 investigation conducted by Illinois State Police and the Lincoln Police Department. Working with a confidential source, law enforcement conducted a controlled purchase of less than 0.1 grams of heroin from Ricky Gharrett. The transaction occurred at 215 N. Butler Street, which is located less than 1,000 feet from Washington-Monroe School.
Central Illinois motorcyclists are honoring those who died in the line of duty while raising money for the families left behind.
The 12th annual Peace Keepers ride raises money for the Illinois Military Family relief fund.
This year's ride kicked off at Camp Lincoln before heading to South Jacksonville in memory of police officer Scot Fitzgerald.
Then the ride continued through Pleasant Plains to recognize fallen solider Joshua Powell.
With recent police shootings throughout the country, organizers say now is the time to show support of deserving officers.
"Look at what's happening around us. We need to continue to show support. We understand that there are bad people in every organization and in every group, but today isn't about that. Today's about the support and honoring our military families," said Mylas Copeland, president of Peace Keepers Ride Incorporated.
Copeland says this year's goal was $35,000

On June 29, 2016, Associate Judge William Workman sentenced Sherman Willis to 9 years in the Illinois Department of Corrections with a period 1 year of mandatory supervised release (formerly known as parole) for three counts of Unlawful Delivery of Controlled Substance, each a class 3 felony.
Heat kills by pushing the human body beyond its limits. In extreme heat and high humidity, evaporation is slowed and the body must work extra hard to maintain a normal temperature.
Most heat disorders occur because the victim has been overexposed to heat or has over-exercised for his or her age and physical condition. Older adults, young children and those who are sick or overweight are more likely to succumb to extreme heat.
Conditions that can induce heat-related illnesses include stagnant atmospheric conditions and poor air quality. Consequently, people living in urban areas may be at greater risk from the effects of a prolonged heat wave than those living in rural areas. Also, asphalt and concrete store heat longer and gradually release heat at night, which can produce higher nighttime temperatures known as the "urban heat island effect."
A heat wave is an extended period of extreme heat, and is often accompanied by high humidity. These conditions can be dangerous and even life-threatening for humans who don't take the proper precautions.
The public health crisis in Flint, Mich., is a man-made disaster. An unfortunately titled “emergency manager” appointed by the governor to oversee the city’s finances made the decision to switch drinking water sources from Lake Huron to the Flint River to save money.
The river water was highly corrosive, causing lead to leach into the drinking water. State and federal regulators were slow to respond to residents’ concerns and either minimized or ignored the lead problem for months.
